Some background information

Please note that I have found on a number of occasions minor, but unexplained, alterations to some of the words and sentences contained in the documents presented on this site, for example a word replaced with another similar-sounding word but which has the unfortunate effect of rendering the appearance of sloppy writing and/or poor grammar. In addition, some of this site's internal links may have become broken when this was not originally the case.

 

What is Remote Behavioural Influence Technology?

I can think of no better summing up of the phenomena of electromagnetic remote behavioural influence technology (which also comes under the umbrella of what are termed 'bioweapons') and the risks it poses to those in government as well as society generally, both individually and en-masse than the words of Caroline Lucas, at the time of writing Green party MP for Brighton Pavilion, UK, in a reply to one victim of this technology, a technology that can be used to harass, discredit, silence and even kill individuals to all intents and purposes without trace, and that, some have claimed, has been used by security agencies for decades. In the 1970s the Russian government sought to bring the use of this type of technology under an international treaty. In 1999 the European Parliament sought a ban on the development and deployment of this technology and similar attempts have been made in the US, though without success:



" The subject came to the attention of the Green Group in 1996, and we have slowly developed a knowledge base and large archive in this highly specialized area [...].

Electro-Magnetic (EM) weapons are one of the newest and most serious military developments in the world today. Enormous secrecy surrounds their development, which is helped by the fact that they rely on the complex physics of non-ionizing radiation and on bio-electromagnetics. They can be broadly broken down into two categories - those aimed at the environment and those aimed at living systems, or in reality the human central nervous system.

In the case of the environment, very large quantities of energy can be literally 'broadcast', like radio, to create certain special environmental effects - radical changes in the ionosphere to affect communications, and possibly even the weather, as well as reflection to earth to perform such feats as x-raying the earth to find underground installations, possibly large transfers of energy to power equipment, or to apply destructive forces anywhere on earth, including EMP effects (Electro-Magnetic Pulse, associated with nuclear explosions), and simpler tasks like submarine communication, using very long waves.

The more sinister aspect concerns the ability to use low energy density waves of particular frequencies and special waveforms to literally 'tune into' the human central nervous system (CNS), something that has been achieved in the laboratory, according to publicly available scientific literature. This might be done on an individual scale, to temporarily or perhaps permanently alter psychological states, so as to elicit certain behaviours from human beings. It is alleged that many victims have been tested involuntarily for decades now with this technology. It is also suggested that these weapons have been used in some actions, most especially the Gulf War and against the Greenham Common women in the UK. In this case they would have a mass effect, in that they are aimed at large groups. This use is sought not only by the military, but, alarmingly, by the police forces as well, clearly for the purpose of controlling unruly domestic populations. Once achieved, such a system might become irreversible, or or unstoppable.

This subject also has very serious implications for standard setting for non-ionizing radiation, because the levels of exposure at which one can manipulate the human being are very low indeed, since it is the tuning and the waveform which matter, not the levels, which is the reason that Russian exposure standards are apparently 1000 times lower than the US standards.

It is worth comparing the standard setting processes for non-ionizing and for ionizing radiation, as they are remarkably similar. The military, via the International Commission on Radiological Protection (ICRP), played a major role in originally setting ionizing standards at ridiculously high levels by burying or ignoring the science, leading to the need for continuous reductions in the acceptable exposure levels. Something similar appears to happening with non-ionizing radiation, in that a very similar unelected 'independent' advisory committee (ICNIRP - International Commission on Non-Ionizing Radiation Protection) has offered advice in this area, which is accepted blindly by the European Commission, despite the fact that, once again, much of the science is being ignored, and the precautionary principle, for some odd reason, seems not to apply. The fact that two of the US representatives on ICNIRP have been associated with the military has echoes of the past, and is most suspicious.

The focus of public attention so far has been a project in Alaska called HAARP (High frequency Active Auroral Research Program), which is a massive 'array' transmitter designed to manipulate the ionosphere for military purposes - communications effects, earth x-rays, and possibly weather manipulation (despite conventions banning this). But the range of uses of this basic technology is very wide, much wider than its predecessor, ionizing radiation (nuclear). The primary difference is that electromagnetic waves can be 'tuned' so as to have certain effects on living systems, whereas the 'chaotic' nature of ionizing radiation does not facilitate this and the result of exposure to it is normally direct damage only. As stated above, scientists have been able to 'tune' EM to facilitate remote direct communication with the central nervous systems of living creatures, and they are of course especially interested in using this fact to manipulate human beings.

They were used in a crude form by the Soviets against the US Moscow embassy in the '60s with fatal consequences for the ambassador himself, and it is believed that they were used in what is called a 'superfence' against the Greenham Common women [referring to the fact that measurable levels of background microwave radiation soared in the region of the campaigners when they went right up to the base and became vociferous. They suffered a number of unpleasant physiological symptoms. Some later died of cancer], and also to demotivate the Iraqi troops during the Gulf War. The Soviets tried in the 70s to prevent an arms race in this area by means of a Convention, but the US rejected these efforts, and has moved ahead very rapidly, also within NATO, into a dominant position.

Unless this development is stopped, we are entering an Orwellian '1984' type scenario, which could potentially permanently transfer enormous power to those in control of the technology. It must also be seen in the wider context of the one-sided arms race currently underway, where the US is re-arming, by continuing with 'Star Wars', and is aiming to be totally dominant in 'Space Power' by 2020. Electromagnetic weapons play a key role here, alongside ABMs, lasers and particle beam weapons.

We are of course totally opposed to the development and deployment of these weapons. We regard the unsuccessful attempts in the 70s of the former Soviet Union to have these weapons controlled by a UN Convention as having been a major missed opportunity, which has now led to a new arms race in this field. We have sought to renew the attempt to have a Convention to outlaw these weapons and the research that leads to them, primarily that concerning external manipulation of the human central nervous system.

The Greens achieved the quite remarkable Parliament resolution on January 28th 1999, damning the US for not being willing to even come to discuss the matter with the Parliament, and in particular attacking the HAARP project in Alaska, calling for a Parliament STOA study on it, while also calling in rather vague terms for a ban on the manipulation of human beings."



Who is Interested in This Technology and For What Purpose?

According to declassified documents, the CIA and, it is now believed, security agencies of the east and west generally, have been seeking methods and technologies (in particular those that can be deployed at a distance in the form of ELF electromagnetic fields and pulse modulated microwaves) capable of covertly influencing both individuals and the general population. It is claimed that this has been an ogoing area of research since the end of the 2nd World War. Scientific research into the effects of electromagnetic fields on the mind began, on a sparodic basis, as early as the late 19th century.



Surely No Governmental Agency or Those in Their Network Would Do This?

If anyone is in doubt that the security agencies might carry out this kind of illegal covert experimentation, there do exist precedents. For example, decades ago during the early tests of atomic weapons, there were cases of soldiers ordered to stand at a distance from detonation close enough to be in the vicinity of particle radiation blown outwards by the explosion. This was done to covertly test the subsequent medical effects of exposure to this type of radiation, without the knowledge of the soldiers. One could also mention the Tuskegee syphilis experiments where between 1932 and 1972 in Tuskegee, Alabama black men were infected with the disease and deliberately left untreated to chart its progress. As revealed by a UK newspaper a few years ago, in the 1950s the security agencies in the UK had small pipes fitted on certain tunnel walls in the london underground tube network. As tube trains passed various diseases would be sprayed in the hope that they would enter into any open windows in the carriages. Again this was done to study the spread of those diseases throughout the london population. In another case children from care homes had radioactive materials covertly placed into their breakfast cereal, again to study subsequent medical effects.

What these and other such cases show is an interest in covert experimentation by the security agencies in a form that demonstrates lack of ethical restraint.

 

Is There Any Published Material In The Mainstream Media That Might Suggest The General Population Has Been Targetted?

The question still remains - is there any published evidence in the general media that might indicate that the security agencies or any of their associates have carried out covert human experimentation, in particular on the general population using electromagnetic radiation? The newspaper article shown below may indicate this to be the case.





The image above is a scan from The Register dated March 27th 1978. It reads:

EUGENE, Ore. (AP) – A powerful radio signal of unknown source that may be affecting human health has been monitored in this Northwestern city, the Eugene-Register Guard reported Sunday. Industrial hygienist Marshall Van Ert of the University of Oregon was the first to begin working on the problem, and now public agencies have stepped in, the newspaper said. A state Health Division physicist who completed a night of radio monitoring Friday confirmed the existence of the signal. "We're trying to determine if there's any direct correlation between the radio frequency and the biological effects," said Kay Prince, a health physicist from the state Health Division's radiation control section. "We know both things exist. Now we've got to find out if they're tied together, if one is causing the other."

Prince said the data which the health division is attempting to assemble will serve as evidence to bring radio frequency specialists from the federal Environmental Protection Agency into the investigation. She said the state already has formally requested the assistance of the EPA.

Some researchers have blamed such signals for disorders ranging from cancer and cataracts to headaches and insomnia. Some health professionals call these signals "electronic smog."

The Eugene area radio signal is described by personnel at the University of Oregon and the university's Health Sciences Center in Portland as a "radio frequency pulse signal." The experts who have investigated the phenomenon describe it as a 4.75 megahertz pulse occurring 1,100 times per second.

The signal has been recorded at weak levels inside at least two Eugene homes. At 3,000 feet above the city it has been measured at intensities as high as 500,000 watts.

Van Ert was alerted to the problem by a Eugene man who complained that low level noises and vibrations in his home were affecting his health. Van Ert conducted 25 interviews with people who live or work in the areas where the signal has been detected. He said the people described a common set of symptoms, including ear and throat problems, headaches and insomnia.

Later, Van Ert began to suspect the presence of the signal in his own home and testing confirmed it's presence in his apartment. Dr. David White, Lane County health officer, visited the apartment and detected one of the symptoms, a reddening of the skin, in Van Ert.

 

Testimony From A Private Investigator

According to Roger Tolces, a private investigator in the United States who states that he has contacts within the security agencies there, he was informed by one agent that cell towers (called 'masts' in the UK) were designed with a dual purpose. In addition to a communications capacity, they were also built with the capacity to target large groups of people in the event of an emergency, for example a riot. In an emergency situation, taking the example of a riot, in future their communications function would be switched off and instead they would be used to bombard the crowd with certain pulse-modulated frequencies that are known to cause severe disorientation [through calcium efflux in brain tissue], thus 'neutralizing' them.

On this website will find three testimonials from the hundreds on the internet, which possibly represent only the tip of the iceberg as regards the number of people in total whose lifes have been devasted by being chosen to be what are termed 'targetted individuals'.

The three have evidense, at least in some form, for what they claim.

 

Testimony From A Medical Psychologist

As one medical psychologist told me of those who claim to be the victim of this type of research;

"There are those who are deluded and there are those who are genuine...The technology is certainly there and it is certainly done."

Testimony From A Scientist

Another scientist, Alastair Phillips, of the scientific think tank "Powerwatch", a body consulted by the government in the past, informed me that one of the effects available to those who use this technology is the ability to induce stress trauma, in this case through the use of microwaves of specific frequency and modulation characteristics.
